Flutter of the Quad Cities, Inc. opened this past May as part of a long sought after dream of owners, Jessica Egert and Jeanette Smith. When the space came up for sale next to Egert’s salon, Bass & Henry Salon, Inc., she knew they had to jump on the chance. A clothing boutique was something downtown Moline definitely needed.
